Clinton Permanent Building Committee
The Clinton Permanent Building Committee is responsible for overseeing the planning, design, and construction of major municipal building projects in town. The Committee works to protect the community’s long-term interests by ensuring that projects are well-defined, financially responsible, and built to last. Its role includes reviewing project needs, selecting and managing architects and Owner’s Project Managers, monitoring budgets and schedules, and making recommendations to the Select Board and Town Meeting when decisions or funding are required. The Committee’s charge is to provide steady oversight, maintain transparency in the process, and make sure that every project reflects both community priorities and responsible stewardship of public funds.

Owner's Project Manager
The Role of an Owner’s Project Manager
In Massachusetts, public construction projects such as library renovations and additions require the support of an Owner’s Project Manager (OPM). The OPM serves as the Town’s advocate throughout the design and construction process, ensuring that the project stays on budget, on schedule, and in compliance with state regulations. From coordinating architects and engineers to overseeing contractors and reviewing cost estimates, the OPM provides professional expertise so that municipal leaders and library staff can focus on serving the community while knowing the project is being managed with care and accountability.

P3 has a proven track record of guiding communities through successful library projects across Massachusetts.
